Starting Over Animal Rescue (SOAR) is dedicated to rescuing and rehabilitating animal companions who have been abused, neglected, or abandoned. Through focused spay/neuter programs and fostering, SOAR aims to reduce the number of homeless animals while providing safe havens for those in need.
