The exclusive purpose of the moore educational trust is to benefit public education in shenandoah county, virgina, and specifically to provide special opportunities to benefit the public schools of shenandoah county, virginia, and the students of such schools, above and beyond the programs normally funded by shenandoah county, virginia.
