To raise funds to support the programs and services of 21 plus, inc., an affiliated tax-exempt organization.

To work in partnership with citizens, businesses and philanthropic organizations, to strengthen the bond between the division of emergency services and the citizens it serves by providing funding for youth and community outreach programs, emergency services charities, investment in advanced education and training, and funding for specialized equipment and technology in order to help emergency services workers better perform their duties.
