Historic east baltimore community action coalition, inc. (hebcac), was formed on february 4, 1994, as a non-stock corporation in the state of maryland in partnership with johns hopkins university, johns hopkins health system, the kennedy krieger institute, baltimore city, the state of maryland and the community. hebcac is supported by grants contributions, contracts and project fees.hebcac's stated mission is to promote economic growth that builds healthy, thriving neighborhoods and stable households in east baltimore. it carries out this mission through a set of specific program and project based activity.
